The Telangana Electric Vehicle and Energy Storage Policy 2020–2030 aims to establish the state as a leading hub for electric vehicles (EVs) and energy storage systems (ESS) in India. With a focus on sustainability and innovation, Telangana’s policy seeks to encourage widespread EV adoption, local manufacturing, and infrastructure development. The state has made significant progress in renewable energy and aims to further reduce carbon emissions while offering uninterrupted power to industries and agriculture.

Telangana plans to achieve its vision by leveraging its strengths in various sectors such as electronics, IT, aerospace, and automotive. The policy includes comprehensive fiscal and non-fiscal incentives to promote EV adoption across two-wheelers, three-wheelers, four-wheelers, and buses. For instance, exemptions on road tax and registration fees are offered for the first batch of EVs purchased within the state. Special emphasis is placed on EVs for public transport and shared mobility, with incentives to make them more affordable.

Charging infrastructure is a critical element of the policy. The state plans to set up fast-charging stations in Hyderabad and other towns through public-private partnerships. Charging stations will be established at public places like airports, metro stations, and malls. Efforts will also be made to supply renewable energy to these stations. The government will encourage residential townships and highways to include EV charging facilities, making EVs more accessible for daily and long-distance use.

The policy focuses heavily on fostering manufacturing capabilities for EVs and batteries. Incentives are designed to attract investment in large-scale projects, including capital subsidies, SGST reimbursements, and electricity duty exemptions. Telangana plans to develop EV and ESS clusters with world-class infrastructure, including shared facilities for design, testing, and logistics. The state also aims to promote battery recycling and reuse, ensuring sustainable end-of-life solutions.

Research and development is another priority. The state envisions creating centers of excellence in partnership with leading institutions and industry players to advance EV and battery technologies. Hyderabad’s technological ecosystem will be utilized to attract global R&D initiatives, especially in emerging trends like autonomous and connected vehicles.

The policy is aligned with India’s broader goals under the FAME II scheme and the National Mission on Transformative Mobility and Energy Storage. By providing incentives and a robust ecosystem, Telangana aims to attract $4 billion in investments and create over 120,000 jobs by 2030. Additionally, the state has constituted a steering committee to oversee the implementation and review of the policy, ensuring its objectives are met in a time-bound manner.

Through these measures, Telangana seeks to reduce transportation costs, cut dependence on fossil fuels, and position itself as a leader in sustainable mobility and energy solutions in India.
