India Launches Electric Mobility Promotion Scheme 2024 To Accelerate EV Adoption

In a significant move towards promoting electric vehicles (EVs) across the nation, the Ministry of Heavy Industries, Government of India, has introduced the Electric Mobility Promotion Scheme 2024 (EMPS 2024). Approved by the Department of Expenditure, Ministry of Finance, this scheme aims to accelerate the adoption of EVs in the country.

With a total outlay of Rs. 500 crore for a period of four months, starting from April 1, 2024, until July 31, 2024, EMPS 2024 primarily targets the faster adoption of electric two-wheelers (e-2W) and three-wheelers (e-3W). The scheme seeks to provide a significant boost to green mobility and the development of the EV manufacturing ecosystem in India.

Eligible EV Categories and Components of EMPS 2024

Under EMPS 2024, eligible EV categories include electric two-wheelers (e-2W) and three-wheelers (e-3W), including registered e-rickshaws, e-carts, and L5 electric three-wheelers. The scheme emphasizes providing affordable and environmentally friendly public transportation options, particularly for commercial purposes. Additionally, privately or corporate-owned registered e-2W vehicles are also eligible for incentives under the scheme.

The components of EMPS 2024 include subsidies/demand incentives for e-2W and e-3W vehicles, administration of the scheme including Information, Education & Communication (IEC) activities, and fees for the Project Management Agency.

Aatma Nirbhar Bharat and Target Numbers

EMPS 2024 aligns with the vision of Aatma-Nirbhar Bharat, promoting an efficient, competitive, and resilient EV manufacturing industry in India. The scheme adopts a Phased Manufacturing Programme (PMP) to encourage domestic manufacturing and strengthen the EV supply chain, thereby creating significant employment opportunities.

The scheme aims to support a total of 3,72,215 EVs, including 3,33,387 e-2W vehicles and 38,828 e-3W vehicles, which includes 13,590 e-rickshaws and e-carts, and 25,238 e-3W vehicles in the L5 category. Incentives will be extended to vehicles fitted with advanced battery technology to encourage the adoption of advanced technologies in the EV sector.

The Ministry of Heavy Industries will issue notifications and guidelines for EMPS 2024 separately, further detailing the implementation of the scheme.
