Ministry Of Heavy Industries Amends PM E-DRIVE Scheme To Strengthen Local Manufacturing Of EV Charging Stations

The Ministry of Heavy Industries, Government of India, issued an amendment notification on July 18, 2025, in New Delhi regarding the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme. This amendment, identified as S.O. 3318(E), modifies the original scheme that was notified on September 29, 2024, through S.O. 4259(E). The changes are effective from the date of publication in the Official Gazette.

The main change introduced in this amendment is the replacement of Annexure-6 in the original notification. This annexure deals with the Phased Manufacturing Programme (PMP) for Electric Vehicle Public Charging Stations (EVPCS). The new version of Annexure-6 specifies the indigenization requirements for a range of EVPCS components, along with the effective dates for these requirements.

According to the revised guidelines, the domestic manufacturing of Charger Enclosure or Panels, Internal Wiring Harness, and IS/IEC 60309 Connectors must have begun by December 1, 2021. Similarly, software or mobile applications that support OCPP and CMS functions are also required to be developed indigenously from the same date. The development process for these software tools must include a demonstration of the indigenous source code development process.

Further components such as AC Energy Meters, RFID, and Input Switchgears, including RCD, Fuses, SPD, MCB, and MPCB, must have been domestically manufactured starting from July 1, 2022. Output Switchgear in the form of AC Contactors is also included under this date.

From January 1, 2023, it is mandatory to manufacture AC Charging Guns of Type 2 domestically. Additionally, DC Charging Guns – CCS2 and Charger Controllers, which manage communication with electric vehicles, charge control, and backend communication, are required to be indigenized by June 1, 2024.

The next set of components falls under the indigenization requirement starting from June 1, 2025. These include Auxiliary Power Supply (SMPS), DC Energy Meters, HMI or Display, and Output Switchgears such as DC Contactors, Relays, Voltage or Current Isolators, and Fuses. The final phase includes the domestic production of Power Electronics or Power Modules like AC to DC Converters, which must begin by December 1, 2025.

Additional conditions mentioned in the amendment state that Electric Vehicle Public Charging Stations must comply with the PMP requirements that are in effect on the date of the purchase order when supplying each lot under the PM E-DRIVE Scheme. These EVPCS must also conform to the technical standards laid out in IS: 17017, as amended, and need to be tested and certified by the Ministry of Heavy Industries’ authorized testing agency.

Furthermore, the import of EVPCS PMP components in Completely Knocked Down (CKD) form from a single supplier is not allowed. The definition of “manufacture” for this scheme will follow the meaning as per the CGST Act of 2017. The updated PMP guidelines will also apply to any EVPCS covered under the FAME-II Scheme that has not yet been supplied. The notification was signed by Dr. Hanif Qureshi, Additional Secretary.
