India Launches First-of-its-Kind Electric Mobility Index: IEMI 2024

In a landmark move set to reshape the trajectory of India’s clean mobility transition, NITI Aayog, in partnership with WRI India, has launched the India Electric Mobility Index (IEMI) 2024—a robust, data-backed tool to assess and rank the maturity of electric mobility across all States and Union Territories (UTs). Released on August 4, 2025, at Vigyan Bhawan, New Delhi, this initiative positions India as the first country globally to institutionalize an electric mobility index at the subnational level.

The IEMI Framework: A Comprehensive Evaluation Tool
The IEMI 2024 is built on a three-pillar structure encompassing 16 measurable indicators, collectively scored out of 100. The framework is designed to capture both demand-side outcomes and supply-side enablers, structured as:

  1. Transport Electrification Progress (50%)
    Focuses on adoption of private and commercial EVs, supported by governance strength, purchase and transition incentives, operational subsidies, and fuel price parity.

2. Charging Infrastructure Readiness (30%)
Evaluates the availability and quality of EV charging infrastructure, through metrics such as EV-to-charger ratio, capital subsidies, supportive byelaws, renewable energy integration, and power availability.

3. EV Research & Innovation Status (20%)
Highlights the presence of startups, R&D investment, and patent filings that contribute to a robust supply ecosystem.

The index also balances ‘outcome’ indicators (60%) with ‘enabler’ indicators (40%), ensuring that both actual performance and policy intent are recognized.

State-Level Rankings: Who’s Leading?
The IEMI 2024 reveals several high-performing states that are steering the EV revolution:

  • Delhi, Maharashtra, and Chandigarh emerged as top performers overall.
  • Chandigarh, Delhi, and Maharashtra lead in transport electrification.
  • Haryana, Karnataka, Ladakh, and Himachal Pradesh excel in charging infrastructure readiness.
  • Delhi, Tamil Nadu, Maharashtra, Karnataka, Haryana, and Telangana shine in EV R&D and innovation.

These states have combined progressive policies with effective execution, showcasing the importance of holistic ecosystem development.

Uneven Growth and Identified Gaps
While several states are accelerating, others face challenges:

  • States like Uttar Pradesh, Madhya Pradesh, and West Bengal exhibit low EV-to-charger ratios, signaling underdeveloped infrastructure.
  • Certain regions with ambitious EV policies fall short on actual adoption or on-ground policy execution.
  • Fuel price parity, though a small weighted indicator, emerges as a key barrier in markets where ICE vehicles remain economically attractive.

Highlighting Best Practices for Peer Learning
A distinguishing feature of the IEMI is its role as a peer learning platform. The report presents several standout practices:

  • Chandigarh’s fleet electrification roadmap and integrated planning,
  • Karnataka’s proactive land and power policies for charging infra,
  • Delhi’s innovative scrappage incentives and public charging mandates.

Such models provide replicable solutions for states looking to fast-track their EV ambitions.

Dynamic and Forward-Looking
Unlike static rankings, the IEMI is a quarterly updated tool, offering real-time feedback loops for policymakers. It was pilot-tested in Delhi, Andhra Pradesh, and Karnataka, and developed through consultations with 50+ government departments, private players, and experts.

By promoting data transparency, inter-state competition, and strategic investment targeting, IEMI is designed to evolve alongside India’s fast-changing e-mobility landscape.

Accelerating India’s Net-Zero Journey
The IEMI complements India’s goal of 30% EV penetration by 2030 and aligns with broader national commitments toward net-zero emissions by 2070. It enables states to benchmark progress, align with market forces, and unlock new investment opportunities in EV manufacturing, charging infrastructure, and R&D.

More than a ranking tool, the India Electric Mobility Index 2024 is a strategic enabler—driving India’s clean mobility mission through data, accountability, and inclusive growth.
