The Government of India has outlined eligibility criteria and subsidy support for entities participating in the development of electric vehicle public charging stations (EVPCS) under the PM E-DRIVE scheme, aimed at accelerating nationwide EV infrastructure deployment.
Under the scheme, eligible entities include Government of India ministries, Central Public Sector Enterprises (CPSEs), autonomous bodies, State and Union Territory governments, and their PSUs. These bodies will appoint nodal agencies responsible for aggregating demand and overseeing project implementation.
The PM E-DRIVE scheme carries a total financial outlay of ₹10,900 crore, of which ₹2,000 crore has been reserved specifically for public EV charging infrastructure, including charging stations, battery swapping stations, and battery charging facilities.
Subsidy support will be provided based on location categories, with reimbursement covering upstream infrastructure and EVSE (charging equipment). The approved structure is as follows:

Cost benchmarks for equipment and infrastructure will be regulated as per standards issued by the Bureau of Energy Efficiency (BEE) under the Ministry of Power.
Further operational details—including city and highway selection criteria, installation coordination mechanisms, and maintenance frameworks—have been specified in the Operational Guidelines for Deployment of EV Public Charging Stations released by the Ministry of Heavy Industries on 26 September 2025.
