India Accelerates EV Adoption Through Multi-Scheme Push; Tripura Sees Rising Uptake and Charging Infrastructure Expansion

The Government of India is actively promoting the adoption of electric vehicles (EVs) and the development of charging infrastructure across the country, including in the state of Tripura, through a comprehensive framework of national schemes, the Ministry of Heavy Industries informed the Lok Sabha on Wednesday.

In a written reply, Minister of State for Heavy Industries Shri Bhupathiraju Srinivasa Varma outlined multiple central initiatives aimed at strengthening domestic EV manufacturing, accelerating consumer adoption, and expanding public charging networks.

Multi-Scheme Push for EV Ecosystem

Key government initiatives driving India’s EV transition include:

  • Faster Adoption and Manufacturing of Electric (& Hybrid) Vehicles in India (FAME India) Scheme – Phase II: Implemented from April 1, 2019, to March 31, 2024, with a total outlay of Rs.11,500 crore, this flagship scheme focused on accelerating EV adoption and strengthening charging infrastructure nationwide.
  • Production Linked Incentive (PLI) Scheme for Automobile and Auto Component Industry (PLI-Auto): Approved in September 2021 with an outlay of Rs.25,938 crore, the scheme promotes domestic manufacturing of Advanced Automotive Technology (AAT) products, including EVs, with a minimum 50% domestic value addition (DVA).
  • PLI Scheme for Advanced Chemistry Cell (ACC) Battery Storage: Launched in May 2021 with a budget of Rs.18,100 crore, the scheme aims to establish 50 GWh of domestic battery manufacturing capacity, creating a competitive battery ecosystem.
  • PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme: Operational from April 1, 2024, to March 31, 2028, with an outlay of Rs.10,900 crore, the scheme supports e-2Ws, e-3Ws, e-trucks, e-buses, and e-ambulances, alongside EV charging infrastructure and testing facility upgrades. Demand incentives are provided directly to buyers as upfront price reductions.
  • PM e-Bus Sewa–Payment Security Mechanism (PSM) Scheme: Notified on October 28, 2024, with an outlay of Rs.3,435.33 crore, the scheme aims to facilitate the deployment of over 38,000 electric buses by providing payment security to operators.
  • Scheme for Promotion of Manufacturing of Electric Passenger Cars in India (SPMEPCI): Notified on March 15, 2024, to encourage domestic manufacturing of electric passenger vehicles.

Charging Infrastructure Expansion

The government has also intensified efforts to expand EV charging networks. The Ministry of Power issued the “Guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure–2024” on September 17, 2024, enabling private participation and promoting interoperable and battery-swapping-enabled charging ecosystems.

An allocation of Rs.912.50 crore under FAME-II and Rs.2,000 crore under PM E-DRIVE has been made for the deployment of public EV charging stations across India, including in Tripura.

Incentives Disbursed Under FAME-II

Under the FAME-II scheme, incentives amounting to Rs.6,558.19 crore have been disbursed till January 26, 2026, supporting 16.16 lakh electric vehicles, comprising:

  • 14.29 lakh e-2Ws (Rs.4,911.81 crore)
  • 1.65 lakh e-3Ws (Rs.1,109.86 crore)
  • 22,615 e-4Ws (Rs.536.52 crore)

Additionally, FAME-II includes grants for 6,862 electric buses with an outlay of Rs.3,135.5 crore and 9,159 public charging stations supported by Rs.912.50 crore.

In Tripura, 7,763 EVs have been supported under FAME-II, including 234 e-2Ws, 7,522 e-3Ws, and seven e-4Ws, while four public EV charging stations have been installed in the state.

PM E-DRIVE: Nationwide Deployment Gains Momentum

Between April 1, 2024, and January 27, 2026, incentives totaling Rs.1,851.97 crore have been disbursed under the PM E-DRIVE scheme, supporting 16.56 lakh EVs, including:

  • 14.31 lakh e-2Ws
  • 3,602 e-3W e-rickshaws and e-carts
  • 2.22 lakh e-3W (L5) vehicles

In Tripura, 11,787 EVs have been supported under PM E-DRIVE, comprising 526 e-2Ws and 11,261 e-3Ws.

The scheme also provides support for e-trucks, e-ambulances, e-buses, charging stations, and testing infrastructure, with a combined outlay of over Rs.8,000 crore. Under the e-bus segment, 13,800 electric buses have been allocated in two phases for deployment across seven major cities — Bengaluru, Delhi, Hyderabad, Mumbai, Ahmedabad, Pune, and Surat.

PLI-Auto: Rs.2,377 Crore Incentives Disbursed

Under the PLI-Auto scheme, cumulative incentives of Rs.2,377.56 crore have been disbursed as of January 26, 2026, with Rs.2,319.88 crore allocated specifically to EV manufacturers across two-wheelers, three-wheelers, four-wheelers, and buses. The scheme does not provide state-wise allocation.
