Andhra Pradesh Signs ₹515-Crore MoU with ThunderPlus–ETO–Roqit Consortium to Build India’s First Integrated EV Mobility Network

In a major push toward clean transportation, the Government of Andhra Pradesh has signed a landmark Memorandum of Understanding (MoU) with a consortium of ThunderPlus, ETO Motors and Roqit to establish a ₹515-crore Multi-Modal Electric Mobility and Charging Infrastructure Program across the state. The agreement, formalized with the Andhra Pradesh Economic Development Board (APEDB) at the Andhra Pradesh Partnership Summit, aims to create over 5,000 jobs, including 1,450 direct and 3,100 indirect opportunities, with a strong emphasis on women-led employment.

The MoU was endorsed by Hon’ble Chief Minister Sri Nara Chandrababu Naidu in the presence of Andhra Pradesh’s Industries & Commerce Minister, Shri TG Bharath. The Chief Minister reviewed the consortium’s integrated EV blueprint and praised the partners for creating a “globally benchmarked, future-ready mobility ecosystem.” He assured the government’s full support for rapid clearances and time-bound implementation.

The initiative is set to create India’s first fully integrated multi-modal EV mobility ecosystem, combining EV manufacturing, urban and intercity e-mobility operations, statewide charging infrastructure and a unified digital ticketing platform.

As the lead partner, ThunderPlus will develop the state’s core charging backbone. This includes urban charging hubs for feeder fleets, large depots for buses, and expansive park-and-charge infrastructure across metro, residential and commercial areas. For intercity and highway corridors, ThunderPlus will roll out 120 kW chargers every 25 km and 1 MW ultra-fast chargers every 100 km, enabling electric buses, trucks and long-haul logistics fleets.

The company has already operationalized a 3 MW ultra-fast charging hub in Vijayawada and 0.5 MW facilities in Nellajarla and Visakhapatnam, while advancing plans to electrify the Vizag–Chennai Industrial Corridor.

Implementation will begin in two major clusters — the Amaravati Capital Region (Gannavaram Airport, Vijayawada, Amaravati, Guntur) and the Visakhapatnam Urban Region (NAD Junction, Pendurty, Simhachalam, Dwarakanagar). These zones will mark the first operational corridors of the state’s integrated EV shuttle system.

A substantial share of the 5,000+ new jobs will be reserved for women across fleet operations, charging station management, customer support, mobility oversight and software operations, aligning with Andhra Pradesh’s vision of women-led economic growth.

Rajeev YSR, CEO of ThunderPlus Solutions, stated, “This partnership is a decisive step toward making Andhra Pradesh India’s clean mobility capital. With integrated shuttles, unified ticketing and ultra-fast charging, we are building a model that other states will replicate.”

Nirmal Reddy, CEO of ETO Motors, added, “Urban mobility must be reliable, sustainable and world-class. We are creating a seamless system that will enhance commuting for lakhs of citizens.” Leadership from Roqit emphasized that the single-ticketing platform will unify all transport modes through a single app.

With this MoU, Andhra Pradesh positions itself as a national frontrunner in clean mobility, EV manufacturing and fast-charging innovation. The consortium will collaborate with APEDB, municipal bodies, transport departments and industrial corridor authorities to ensure scalable, future-ready implementation across the state.
