With the amendment on CO2 compliance targets for cars and vans now published, the Strategic Dialogue on the Future of the Automotive Industry has delivered its first major outcome.

The proposed three-year averaging is a positive step, balancing decarbonisation goals with real-world market and geopolitical challenges. It provides essential flexibility for car and van manufacturers, but must be reinforced by strong demand incentives and widespread charging infrastructure to tackle key transition barriers. Market data highlights that demand for zero-emission vehicles remains insufficient, with BEVs holding only a 15% market share.

Sigrid de Vries, Director General of the European Automobile Manufacturers’ Association (ACEA), urged the European Parliament and Council to swiftly adopt the amendment. She emphasized the need to assess the transition’s progress while maintaining the end goal. De Vries also called for an accelerated review of CO2 standards for commercial vehicles by 2025, citing low zero-emission truck adoption.
