Nitin Gadkari: Scrapping Incentives To Be Provided Under Delhi EV Policy
The parliament was informed that scrapping incentives including up to Rs 7,500 per vehicle for auto and light commercial vehicles will be provided by the Delhi government under Delhi Electric Vehicle Policy 2020. Mr.Gadkari added – “Under the Delhi EV Policy, 2020 -scrapping incentive is provided for the vehicles in lieu of scrapping a more polluting conventional vehicle. However, the scrapping incentive for vehicle is applicable on the evidence of matching contribution from the dealer or OEM, such that Government of NCT of Delhi will provide incentive matching the contribution made by the OEM or dealer on the scrapping value of the vehicle, not exceeding Rs 5,000 per vehicle for two-wheelers and Rs 7,500 per vehicle for Auto and Light Commercial Vehicle.”
Odisha Govt To Provide Incentives To Buyers Of Electric vehicles
The government of the state of Odisha has proposed to offer attractive incentives to buyers of electric vehicles. As per the draft Electric Vehicle (EV) policy, EV buyers are likely to get a 15% subsidy on the purchase. A maximum of Rs 5,000 subsidy would be given to buyers of two-wheeler buyers, while it would be Rs 12,000 for three-wheelers and Rs 1 lakh for four-wheelers. Government employees would get a 100% interest free loan to purchase electric vehicles as per the draft notification. The main aim of the Odisha Electric Vehicle policy is to accelerate the pace of adoption of battery-operated vehicles and achieve adoption of 20% battery-operated vehicles in all registrations by 2025. Manufacture of electric vehicles and its components, including batteries, will also be promoted in the state.
Gahlot: Delhi To Introduce 1000 E-buses By 2021
Delhi transport minister Kailash Gahlot recently said that the Delhi government is gearing up to introduce 1,000 electric buses in the national capital by the end of 2021.The Delhi government is in advanced stages for the procurement of 1,300 low-floor electric buses out of which vendors for 300 electric buses of DTC have already been finalised. These 12 meter low-floor air-conditioned buses would be equipped with state-of-the-art features like real-time passenger information system, CCTVs, panic buttons, GPS and other facilities, and would be friendly for specially skilled persons. Also, in the cluster model the Delhi government has already floated tenders for another 575 electric buses.
Road Transport & Highways Minister, Shri Nitin Gadkari Announces Vehicle Scrapping Policy
Minister for Road Transport and Highways, Shri Nitin Gadkari announced the Vehicle Scrapping Policy in Lok Sabha.
The Policy proposes the following—
- It is proposed that commercial vehicles be de-registered after 15 years in case of failure to get the fitness certificate. As a disincentive measure, increased fees for fitness certificate and fitness test may be applicable for commercial vehicles 15 year onwards from the date of initial registration.
- It is proposed that Private Vehicles be de-registered after 20 years if found unfit or in case of a failure to renew registration certificate. As a disincentive measure, increased re-registration fees will be applicable for private vehicles 15 year onwards from the date of initial registration.
- It is being proposed that all vehicles of the Central Government, State Government, Municipal Corporation, Panchayats, State Transport Undertakings, Public Sector Undertakings and autonomous bodies with the Union and State Governments may be de-registered and scrapped after 15 years from the date of registration.
- The scheme shall provide strong incentives to owners of old vehicles to scrap old and unfit vehicles through registered scrapping centres, which shall provide the owners with a scrapping certificate. Some of these incentives include:
(A) Scrap Value for the old vehicle given by the scrapping centre, which is approximately 4-6% of ex-showroom price of a new vehicle.
(B) The state governments may be advised to offer a road- tax rebate of up to 25% for personal vehicles and up to 15% for commercial vehicles
(C) The vehicle manufacturers are also advised for providing a discount of 5% on purchase of new vehicle against the scrapping certificate.
(D) In addition, the registration fees may also be waived for purchase of new vehicle against the scrapping certificate.
