Electric vehicles (EVs) continued to gain momentum in Dubai in 2025, as the Dubai Electricity and Water Authority (DEWA) reported significant growth under its EV Green Charger initiative, supported by new regulatory measures and strategic partnerships to expand charging infrastructure across the emirate.
The progress follows the launch of Dubai’s Regulatory Framework for EV Charging Infrastructure in October 2024, which has drawn positive responses from contractors, consultants and property developers. The framework is designed to accelerate green mobility adoption and reduce greenhouse gas emissions in line with national sustainability targets.
HE Saeed Mohammed Al Tayer, MD & CEO of DEWA, said the authority remains committed to strengthening the UAE’s regional leadership in electric and hybrid vehicle adoption. He noted that the initiative aligns with the UAE Net Zero 2050 Strategy and the Dubai Green Mobility Strategy 2030, reinforcing Dubai’s transition toward environmentally friendly transport and improved air quality.
Charging activity and EV growth
DEWA reported a notable increase in EV charging activity in 2025 compared to 2024, reflecting sustained growth since the Green Charger initiative was introduced in 2014. Over the past decade, DEWA has supplied more than 55,200 megawatt hours (MWh) of electricity, enabling over 276 million kilometres of EV travel through its network of ultra-fast, fast, public and wall-box chargers.
By the end of 2025, the number of EVs registered in Dubai reached 47,944, up from 37,486 in 2024—an increase of more than 10,000 vehicles, representing 27.9% growth year-on-year. Registered users of the Green Charger initiative rose from 14 customers in 2015 to 23,600 by mid-January 2026.
The charging network expanded to more than 1,860 charging points across Dubai, including stations licensed by DEWA in collaboration with government and private sector partners.
Regulatory framework for charge point operators
DEWA stated that the regulatory framework has been instrumental in advancing sustainable mobility. The framework provides comprehensive guidelines governing EV charging infrastructure and licensing requirements for independent charge point operators.
It is structured around two integrated tracks: direct development of public charging infrastructure by DEWA and its subsidiaries, and infrastructure development and operation by independent operators licensed by DEWA. The approach is intended to address both current and future sector requirements while maintaining Dubai’s leadership in green mobility innovation.
Strategic partnerships to expand infrastructure
In 2025, DEWA signed a long-term strategic agreement with the Dubai Taxi Company (DTC) to deploy ultra-fast charging stations at multiple taxi sites across the emirate. The agreement includes the installation of 208 ultra-fast EV charge points over the contract period.
DEWA also partnered with Parkin Company to install 100 EV chargers at key locations across Dubai, with further expansion planned. In addition, the authority signed a contract with ENOC Group to expand fast-charging facilities at ENOC service stations.
24/7 accessibility
DEWA’s Green Charger stations operate 24/7 at strategic locations throughout Dubai. Users can locate charging points through DEWA’s website and smart app, as well as via 14 additional digital platforms, supporting seamless access to EV charging services across the city.
