The Government of Uttar Pradesh has unveiled a comprehensive Electric Vehicle (EV) policy under its 2022 framework, making it the first state in India to introduce a capital subsidy specifically for upstream infrastructure at public EV charging stations. The initiative underscores the state’s commitment to accelerating clean mobility and positioning itself as a national EV hub.
As part of this pioneering step, the government will provide a one-time capital subsidy of up to ₹10 lakh to developers investing in upstream infrastructure—critical power supply systems needed for EV charging—making Uttar Pradesh the first in the country to offer this category of support.
In addition, the policy includes a range of financial incentives to support EV adoption, charging infrastructure, and manufacturing:
Charging Infrastructure Development
- Up to ₹10 lakh subsidy for the first 2,000 public charging stations with a minimum investment of ₹25 lakh.
- Up to ₹5 lakh for the first 1,000 battery swapping stations investing at least ₹15 lakh.
- Government land will be provided to developers on a revenue-sharing model at ₹1/kWh for a 10-year term.
EV Adoption Incentives
- 100% exemption on registration fees and road tax for EVs purchased and registered in UP for three years.
- Continued 100% exemption for EVs manufactured and registered in UP during the 4th and 5th years.
- One-time purchase subsidies include:
- Two-wheelers: up to ₹5,000 (2 lakh units; ₹100 Cr cap)
- Three-wheelers: up to ₹12,000 (50,000 units; ₹60 Cr cap)
- Four-wheelers: up to ₹1 lakh (25,000 units; ₹250 Cr cap)
- E-Buses (non-govt): up to ₹20 lakh (400 units; ₹80 Cr cap)
- E-Goods carriers: up to ₹1 lakh (1,000 units; ₹10 Cr cap)
Support for EV Manufacturers
Capital subsidies will range from 10% to 30% depending on project size and investment levels, with tenure ranging from 2 to 20 years. Integrated EV and battery projects with large-scale investment are eligible for the highest benefits.
Additional incentives include:
- 100% stamp duty reimbursement in select regions.
- Reimbursement of certification costs up to ₹10 lakh and patent fees up to ₹2 lakh.
- Skill development support of ₹5,000 per employee for up to 50 workers per unit.
Officials say the policy is designed to reduce entry barriers, attract private investments, and create a robust EV ecosystem in Uttar Pradesh. “This comprehensive strategy places UP at the forefront of India’s green mobility shift,” said a senior official.
With focused support across the EV value chain—from manufacturing to market adoption—Uttar Pradesh is positioning itself as a key driver of India’s electric future.
