Maharashtra Electric Vehicle Policy 2025 Targets 30 Percent EV Adoption With Strong Incentives And Charging Infrastructure

The Maharashtra Government has introduced the “Electric Vehicle Policy 2025” intending to establish the state as a leader in electric mobility in India. This policy replaces the 2021 version and will apply from April 1, 2025, to March 31, 2030. It focuses on increasing the production and usage of electric vehicles (EVs), improving charging infrastructure, and promoting research and development related to electric mobility.

The policy’s main goal is to reduce pollution and greenhouse gas emissions, promote clean transport, and ensure energy security. To achieve this, Maharashtra plans to increase the use of electric vehicles in all categories, including two-wheelers, three-wheelers, cars, buses, and even farm equipment. The policy sets clear targets, such as 40% of new two-wheeler and three-wheeler registrations being electric, and 30% of all new vehicle registrations being EVs.

To encourage EV adoption, the state is offering financial incentives to buyers. For instance, a subsidy of up to ₹10,000 is available for two-wheelers, ₹30,000 for three-wheelers, and up to ₹2 lakh for electric cars and buses. These incentives apply only to vehicles manufactured or sold in Maharashtra. Also, EVs will be exempt from road tax and registration renewal fees. Passenger EVs using specific highways will get 100% toll waivers.

One of the critical aspects of the policy is the development of a strong charging infrastructure. Charging stations will be set up every 25 kilometers along national and state highways, at fuel stations, and MSRTC bus depots. High-power DC fast chargers will also receive financial support, with incentives of up to ₹5 lakh or ₹10 lakh depending on the power level. Government buildings will be required to have at least one EV charging point in their parking areas.

The policy also addresses the need for sustainable infrastructure in private and commercial buildings. All new residential buildings must have EV-ready parking, while 50% of parking in commercial buildings should be EV-compatible. For existing commercial buildings, at least 20% of parking must have charging stations.

Battery recycling and reuse are other major focuses. Urban bodies will designate locations for used battery collection and disposal. The state will promote recycling hubs in cities like Mumbai, Pune, and Nagpur. Support will also be given for battery research and alternative battery chemistries to reduce dependence on imported lithium.

Research and development will be encouraged through the creation of Centres of Excellence in cities like Mumbai and Nagpur. A fund of ₹15 crore will support innovation in EV technologies, including battery systems, hydrogen fuels, and bi-directional charging solutions.

Skill development is another part of the policy. Specialized training programs will be launched to prepare workers for the EV industry. Courses will include EV design, battery technology, and energy management.

The Maharashtra Electric Vehicle Policy 2025 aims to promote EVs through incentives, infrastructure, research, and training. It is a step towards reducing pollution and ensuring sustainable transport in the state.
