Andhra Pradesh Government Unveils Electric Mobility Policy 4.0 Aiming for Carbon Neutrality by 2047

In a landmark move to accelerate the adoption of electric vehicles (EVs) and strengthen the state’s EV ecosystem, the Government of Andhra Pradesh announced its Sustainable Electric Mobility Policy 4.0 for 2024-29. The policy focuses on fostering EV manufacturing, expanding charging infrastructure, and reducing carbon emissions from the transport sector by 2047.

Policy Highlights:

EV Adoption and Infrastructure Expansion:

    • Targets registration of at least 2 lakh electric two-wheelers, 10,000 electric three-wheelers, and 20,000 electric four-wheelers by 2029.
    • Mandates 100% electrification of the Andhra Pradesh State Road Transport Corporation (APSRTC) fleet.
    • Plans for 1 EV charging station every 30 km on green corridors and every 3×3 km in designated e-mobility cities.

    Support for Manufacturers and Startups:

    • Investment subsidies up to 45% for micro, small, and medium enterprises (MSMEs).
    • Tax exemptions including 100% stamp duty and registration fee waivers.
    • Establishment of 100 incubation centers for EV-focused startups.

    End-User Incentives:

    • 5-10% purchase subsidies on EVs, with road tax exemptions for five years.
    • Additional benefits for scrapping old vehicles under certified scrapping programs.

    Green Urban Development:

    • Creation of five model electric mobility cities in different regions of the state.
    • Designation of green routes with charging facilities for seamless EV travel.

    Research & Development:

    • INR 250 crore allocated for innovation in EV technologies, including battery management and intelligent transport systems.

    Challenges and Solutions

    The policy acknowledges hurdles such as high EV costs, limited charging infrastructure, and safety concerns related to battery technology. To address these, the state will promote domestic EV component production, expand charging networks, and support battery recycling facilities.

    N. Yuvaraj, Secretary to the Government & Commissioner of Industries, emphasized, “With this policy, Andhra Pradesh aims to become a global hub for EV manufacturing while ensuring a cleaner, greener future.”

    The policy, effective from December 11, 2024, will remain in place for five years, with amendments as necessary to align with evolving industry trends and technologies.
