The government of Chief Minister Yogi Ajityanath has made a big push to promote the sale and use of Electric Vehicles in Uttar Pradesh. They have set a goal and are putting into action a plan to convert all vehicles in government departments to EVs gradually by 2030.

The government has given instructions that the departments of the state can buy EVs based on even nominations without tender. The purchase of EVs may also exceed the maximum amount required. The government released a statement that if Uttar Pradesh achieves this target by 2030, it will be the first state to have 100% EV in its government departments.

On October 14, the Uttar Pradesh Electric Vehicle Manufacturing and Mobility Policy-2022 was notified by the state government to encourage EVs in the area.

The government will exempt EVs from paying taxes and fees for registration for a period of three years. This exemption is valid for five years on the purchase of EVs produced in the state.

According to the EV Policy, Chief Secretary Durga Mishra has issued an order instructing all departments and institutions under their jurisdiction to convert 100% of their vehicles into EVs before 2030.

The limit for the purchase of official event vehicles has been relaxed.

An official from the Uttar Pradesh Transport Department said that EV companies have not been registered on the GeM portal because government vehicles are procured via tenders. The policy stipulates that EVs may be purchased by government agencies such as Energy Efficiency Services Ltd. and Rajasthan Electronics Instrument Ltd.

The government also relaxed the upper limit for the purchase of cars, as electric vehicle is currently more expensive than petrol or diesel.

The Chief Secretary has instructed all departments to include EVs in the vehicle advance that the state government gives to employees in government departments.

The department was also told to take action within the time frame. The department has taken this step to encourage the purchase of electric vehicles.

All state governments pay an advance to their employees and officers for the purchase of motor vehicles, bikes or scooters. The employee or officer must return the vehicle within the specified time. The amount of advance is different for buying a scooter, car or bike.

A person who buys Electric Vehicles manufactured in UP will receive a rebate for up to five years. The central government also offers discounts on electric vehicles.

State Government Rebates will be Separate from Central Government Subsidies. The central and state governments will be exempt from paying the subsidy. This means that the price of two-wheelers and cars may drop by around Rs 20,000.

According to the government policy of UP, a 15% subsidy on the EV’s factory price will be provided.

The government’s introduction of new models of electric vehicles, along with incentives, and infrastructure development are all expected to drive EV sales up in the remainder of this decade. This sale is likely to be dominated by two-wheelers, three-wheelers, and other small vehicles.
