Gadkari: Vehicle Scrapping Policy Is A Win-Win Situation For All Stakeholders

Minister for Road Transport & Highways, Shri Nitin Gadkari said that “the new vehicle scrapping policy will present a win-win situation for all stakeholders”. The Minister said that “the policy doesn’t have any punishment provisions like penalty and is in the interest of the poor”. Listing out the benefits of the Vehicle Scrapping pOlicy, Shri Gadkari said that “due to using the raw material from the scrapped vehicles, not only the price of new vehicles will be reduced but their maintenance cost will also come down and it will also help in generating more employment opportunities in the sector”. He expressed hope that around 100 vehicle scrapping centres will become operational in the country in next one and a half to two years and the number will keep increasing. The Minister termed the policy as one to convert waste and knowledge into wealth.

Gahlot: Delhi Govt To Offer 5% Interest Subvention Under EV Policy

Mr.Kailash Gahlot recently informed that the Delhi government will soon come up with an interest subvention of up to 5 per cent for purchase of electric-run vehicles in the city. This is in view to promote the Delhi government’s policy offering financial incentives on all categories of e-vehicles – two-wheelers, three-wheelers, four-wheelers, goods carriers, electric rickshaws. Mr Gahlot mentioned that the subvention of 5 percent will be provided through Delhi Finance Corporation (DFC) to ensure an easy financing option for vehicle owners to convert their fleet to electric. He said that the government is at an advanced stage of drafting this proposed scheme and it will be announced soon. This scheme can be availed by all range of vehicles and will ensure easy access of finance to those companies who are willing to upgrade their fleet to electric.

MoRTH Notifies Draft Rules For Setting Up Registered Vehicle Scrapping Facility

The Ministry of Road Transport & Highways has notified draft rules for setting up a Registered Vehicle Scrapping Facility (RVSF).  The rules lay down the procedure for setting up, authorization and operation of RVSF. Some of the key features are:

  • These RVSFs shall be provided access to the VAHAN database and shall be authorized to make entries regarding scrapping of the vehicle & issuance of Scrapping Certificate.
  • The rules specify the technical requirements and procedure to be followed by any legal entity for setting up RVSF.
  • The Government of India will develop a portal for single window clearance, on which the applicant will apply with documents and fee. State/UT governments would clear the proposal in a time-bound manner, that is, 60 days.
  • Besides the requirement for having certified equipment for de-polluting, de-risking and dismantling End of Life Vehicle (ELV), the RVSF will have to comply with relevant health and safety legislation/regulation and environmental norms laid down by MoEF&CC and CPCB/SPCB for such operations.

NHAI To Develop Over 600 Wayside Amenities Along National Highways Including EV Charging Facilities

In a major move to improve commuters’ experience on National Highways for both, passengers and truckers, the National Highways Authority of India (NHAI) will develop world class ‘Wayside Amenities’ at more than 600 locations across 22 states along the National Highways in the next five years. Out of these, 130 are targeted for development in 2021-22. NHAI has already invited bids to develop 120 such wayside amenities. As per plan, wayside amenities will be developed every 30-50 km along the current and upcoming Highways and Expressways. The facilities such as Electric charging stations will help in promoting use of electric vehicles, thus, reducing pollution. NHAI will develop these wayside amenities across the country with a combined area of over 3,000 hectares. These will offer huge opportunities for investors, developers, operators and retailers. The amenities will include numerous facilities for passengers such as Fuel Station, Electric Charging Facilities, Food Court, Retail Shops, ATM, Toilets with shower facility, Children Playing Area, Clinic, Village Haat for local handicrafts etc.
